It is eaten. There's just not much meat on them. It's fishy tasting too unless brined for a day or so first. Primarily though, seagulls are hard to farm.
What does seagull taste like?
Generally, people who have tried seagull says that seagull tastes like chicken but with a fishy taste caused by the bird's proximity to water sources. Others state that these birds are also a bit rough or even oily in texture, which makes their meat harder to eat.
Can you get sick from a seagull?
Seagulls are responsible for spreading many of the same diseases that pigeons carry, including Psittacosis, Histoplasmosis, Cryptococcosis and E. coli. These diseases are spread via bacteria and fungus in their droppings.
Can you cook seagulls?
Leave the birds in salt and water for eight hours, when their fishy taste will be found to be quite gone, and you can either cook them as you would pigeon pie or in any other way. Seagulls' eggs are also not generally raved over, and I doubt appear on any or many menus of seaside restaurants anywhere in the world.

Why do bears not eat seagulls?
Brown bears are omnivores and will eat nearly anything that is digestible and accessible. Birds are certainly on the menu. Gulls are quick and very difficult for a bear to catch unless something makes the birds vulnerable.
